is a multilateral impact financial institution
dedicated to the energy sector. Established by ten Arab oil-exporting countries, the Fund commenced its operations in 1975. The Fund marks its fiftieth anniversary in 2025, reflecting five decades of discipline, consistency, and responsible capital stewardship.
As the only multilateral energy-focused financial institution in the MENA region, the Fund provides a comprehensive range of funding solutions across the entire energy value chain. Its activities support leading public and private sector partners in over 35 markets, spanning the MENA region and select global markets.

standing is underpinned by a strong credit profile, with ratings of AA+ by Fitch, Aa2 by Moody’s, and AA- by S&P.
These ratings reflect robust capital adequacy, strong
asset quality, ample liquidity buffers, and prudent risk management practices. This credibility is supported by governance frameworks and institutional controls that have evolved in line with the Fund’s expanding mandate.
